The PJM Interconnection and Midwest Independent Transmission System Operator (MISO) have both announced Order 1000 filings with the Federal Energy Regulatory Commission (FERC).

PJM says its filing proposed ways to increase competition and innovation in the development of electric transmission improvements, to consider public policy requirements and to increase the participation of states and others in the transmission planning process.

"PJM is building on a solid planning process that has achieved results and that already has expanded stakeholder participation and involves the states in transmission planning," says Terry Boston, PJM CEO and president. "We believe our approach provides additional opportunities for competitive solutions to transmission needs, balanced with meeting our primary obligation of maintaining reliability."

PJM says its filing reviews how PJM's current transmission planning process meets various Order 1000 requirements. Highlights of PJM's filing include enhancements to provide additional opportunities for consideration of alternative solutions, a transparent process for review and approval of transmission needs and solutions, and a state agreement approach that provides an additional involvement for states to propose transmission improvements and additions required by public energy policies, such as renewal portfolio standards.

Earlier this year, PJM received FERC approval of planning process enhancements that redefined and expanded stakeholder participation in the planning process and addressed public policy considerations.

PJM says the earlier filing showed that its transmission planning process accommodates not only new technologies, such as storage, but also changing patterns of consumers' use of electricity, such as demand response.

Under the previous changes and today's filing, public policy initiatives, such as renewable resource integration, demand response programs or other environmental initiatives, as well as "at risk" generation, can be included in scenario planning, sensitivity studies and modeling assumptions used to analyze transmission needs, PJM adds.

Separately, MISO says its filing includes updated tariff and transmission owner agreement language designed to build upon MISO’s existing FERC-approved regional transmission planning and cost allocation processes, as well as to enhance state participation in planning efforts.

In its FERC Order 1000 filing, MISO noted that the regional grid operator’s current regional planning and cost allocation processes are already largely compliant with most of Order 1000’s regional requirements. To comply fully with Order 1000, MISO says it and its stakeholders worked diligently for more than 14 months on two key areas:

- Refinements to existing planning processes, including enhancing state regulatory roles to further include their involvement in MISO’s regional transmission planning processes; and

- Development of the parameters and process for participation of non-incumbent transmission developers in the implementation of projects.

“Our Order 1000 compliance filing enhances the collaborative nature of our existing regional planning process that we use today,” says Clair Moeller, MISO executive vice president of transmission and technology. “It also formally provides regulators with the opportunity to be a critical part of the process and, thus, the solution.”

MISO says the filing also includes language complying with Order 1000’s limitations on federal rights of first refusal, which FERC required to enable the assignment of regional transmission project construction and ownership to non-incumbent transmission developers for certain projects.

This process will carry out Order 1000’s efforts to enhance the ability of states or MISO to select the most appropriate transmission developer to implement, operate, maintain, restore, and repair these regional projects throughout their lifecycle.

MISO says it will continue to work with its neighbors to improve cross-border planning and cost allocation to address the interregional requirements of Order 1000. MISO adds that compliance filings on interregional requirements are due in April 2013.
